Heat oil in a heavy large skillet over medium heat. Cook onion, celery, carrots, and garlic, stirring often, until tender, about 10 minutes.
Add “meat”, paprika, sugar, salt, and pepper. Cook, stir, and break up the meat with a fork, until cooked through but not browned, about 5 minutes.
Add tomato sauce and ½ cup of water. Turn heat to medium-low, and cover the skillet. Cook for 20 to 25 minutes, stirring occasionally.
Taste and adjust seasoning.
Uncover the skillet and cook for 20-30 minutes more until the liquid is reduced to half.
Cook the pasta according to the package directions, drain.
Place the pasta in individual bowls and spoon plenty of sauce over the top.
